The Office of the Treaty Commissioner (OTC), created in 1989 by the Federation of Sovereign Indigenous Nations (FSIN) and the Government of Canada to guide both parties through differing view on Treaties, has played a vital role in negotiation of Treaty land entitlements for 28 First Nations, as well as for the Federal and Provincial government. The OTC leads treaty education in Saskatchewan and advocates for understanding and mutual respect amongst all treaty people.

Dr. Kathy Walker (wiya*/she), Treaty Commissioner of Saskatchewan, is nêhiyaw iskwêw with Métis, Saulteaux and Nakota lineages and grew up on the Okanese First Nation in Treaty Four territory. She is a proud mother, auntie and kokum (great aunt). A lifelong learner, she holds multiple degrees, including master’s degrees in business administration, political science, as well as a PhD in Political Science and OCAP research certification with the First Nations Information Governance Centre.

Dr. Walker’s work is informed by her lived experience and commitment to advancing public education, policy and community development grounded in truth, reconciliation and the resurgence of Plains Indigenous governance, including Treaty understanding as recorded by First Nation oral traditions, histories and kisêyiniwak or 'Elders.' Dr. Walker also is currently working to learn nêhiyawêwin (the Plains Cree language).
